Mark Waid's written a story that feels like the pilot episode for a new TV series. In New York any unidentified dead bodies (about 125 a week) are burried in Potters Field Cemetary in graves only marked by a number. Nobody mourns their passing, nobody seems to care at all, except a mysterious, unnamed detective who looks into the often suspicious deaths and continues investigations, and apparently administers punishment when it's required. It's a really interesting first issue.
